The State government has set up a committee to identify and screen civil
servants who acquired teaching qualifications without permission a
government’s approval for study leave.
The Committee is headed by the Permanent Secretary, Ministry of
Education, Mrs. Helen Ante.
Members are the Permanent Secretary, Department of Establishments,
Mrs. Beatrice Udoinyang, that of the Office of the Head of Civil Service,
Mrs. Ekaete Ekanem, the Deputy Director, Civil Service Commission,
Mr. Effiong Nicholas, as well as the Chief Development Officer in the
Office of the Head of Civil Service, Mr. Solomon Peter, while a Deputy
Director in the Department of Establishments, Mrs. Atim Enyenihi is the
Secretary.
They were inaugurated in Uyo by the Head of Civil Service, Elder
Effiong Essien with a mandate to make appropriate recommendations
for granting qualified officers amnesty for their deployment and transfer
of service to the three educational Boards.

The Committee has three weeks to submit its report.
Also inaugurated was the Committee on the Review of the Condition of
Service of Ibom Airport Development Company Limited staff, which
has one month to submit its report.
The Chairman of the Committee is the Permanent Secretay, General
Services and Dean, College of Permanent Secretaries, Mr. Uduak Iwoh.
Members are the Permanent Secretary, Ministry of Special Duties, Engr.
Richard Ekpe, that of Local Government Service Commission, Mrs.
Mfonobong Okim, the Solicitor General and Permanent Secretary,
Ministry of Justice, Barr. Uduak Eyonsa.

The Committee on the Absorption of Non-Teaching Staff of the State
Universal Basic Education Board into the Mainstream Civil Service is
headed by the Permanent Secretary, Hospitals Management Board, Mrs
Stella Etukakpan.
The Committee which has one month to submit its report has to identify
all senior and junior staff of the State Universal Basic Education Board
posted in 2016 to the mainstream Civil Service, as well as identify staff
who wish to be absorbed, ascertain availability of vacancies and make
necessary recommendations.
Members of the Committee are the Permanent Secretary, Civil Service
Commission, Lady Rose Bassey, that of the Office of the Deputy
Governor, Mr. Nkopuruk Ekaiko, his counterpart in the State Universal
Basic Education Board, Elder Ezekiel Umoh, while the Deputy
Secretary, State Exco, Mr. Jackson Akpan, is the Secretary of the
Committee.

Inaugurating the Committees, the Head of Civil Service said they were
inline with Governor Udom Emmanuel’s determination to improve the
quality of teaching and learning in public schools by closing the gap
between student-teacher ratio.
He said the Governor has approved the granting of amnesty to staff who
obtained teaching qualifications while in service without obtaining study
leave and permission.
Elder Effiong Essien stressed the need to regularize the absorption of
junior and senior staff of the Universal Basic Education Board, who
were posted in 2016 to the mainstream Civil Service, as well as the
review of the condition of service of staff of Ibom Airport Development
Company to motivate them for increased patronage of Ibom Air and
Ibom Airport.
